Following graduation from The John Marshall Law School in 1975, Mr. Melby went to work for the U.S. Government Office of Inspector General. For 33 years, he was employed by the Department of Commerce, Federal Emergency Management Agency and the Department of Homeland Security until his retirement in 2003.
