Professor Schwinn says no head-of-state immunity for past Finance Minister of India

Professor Steven Schwinn discusses the ruling in Sikhs for Justice v. Singh, which held that while Manmohan Singh enjoyed head-of-state immunity from suit in U.S. federal court for acts committed while he was Prime Minister of India, that immunity did not extend to acts he took earlier, when he was Finance Minister.
