High court decision gives Congress chance to modernize voting rights

It's time to fix the Voting Rights Act of 1965, says Professor Ann Lousin, who suggests Congress rework sections of the Act by using 21st century data, examine the need for Voter ID laws, and consider several other important options so that the law works for all voters.
